In a large skillet, brown the ground beef over medium heat for about 5-7 minutes, stirring occasionally.
Add corn, cream of mushroom soup, 1/2 cup of cheese, milk, sour cream, onion powder, black pepper, and bacon to the skillet. Mix well and cook for an additional 2-3 minutes.
In a 9x13-inch baking pan, layer the beef mixture, sprinkle with the remaining cheese, and line the tater tots on top.
Bake uncovered for 40-45 minutes until the tater tots are golden brown.
Sprinkle the remaining cheese on top and bake for an additional 5 minutes until melted.
