Line a cookie sheet with parchment paper and place the Ritz crackers in a single layer on it.
In a small saucepan over medium heat, combine sweetened condensed milk, butter, and brown sugar. Cook for 7-8 minutes, stirring frequently.
Reduce the heat to low and whisk in the milk, vanilla extract, and chopped peanuts until the mixture is smooth. Cook for an additional 2 minutes until thick, then remove from heat.
Use a cookie scoop to spoon the caramel mixture onto each Ritz cracker.
Allow the cookies to cool completely before storing them in an airtight container.
