Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking dish with nonstick spray.
In a large skillet over medium-high heat, season the beef with salt, pepper, and garlic powder. Brown the meat until halfway cooked, about 5-7 minutes.
Add the diced onion and celery to the skillet. Continue cooking until the meat is fully cooked and the vegetables are tender, about another 5 minutes.
In a medium bowl, whisk together the cream of celery soup and chicken broth until smooth. Pour this mixture into the skillet, add the rice, and stir until well combined.
Transfer the mixture into the prepared baking dish and cover it tightly with aluminum foil. Bake for 1 hour and 20 minutes.
Remove the casserole from the oven and let it rest, covered, for 15 minutes. Fluff the rice with a fork before serving.
